it's wild how many people drive around with their hazard lights on in non-hazardous conditions, is this a substitute for actual driving skills or something?

Do they think hazard lights somehow magically alert everyone around them to their decision to brake for a pedestrian, or is it just a easy way out of actually being a competent driver?
