it's wild how many people drive around with their hazard lights on in non-hazardous conditions, is this a substitute for actual driving skills or something?

I drive with my hazard lights on all the time on rainy days, it's a courtesy to other drivers. It doesn't seem to make your driving skills magically appear if you're checking your phone at a red light though.
